Picnic goers create havoc in Seppa

Amar Sangno

SEPPA, Dec 21: December and January months are often regarded as festive months, not only for common people but also for shopkeepers as they expect high selling rate during picnics, Christmas and New Year.

Ironically shopkeepers at Seppa in East Kameng district are not at all in festive mood.

The reason is quite perceptible.

According to a source, picnic goers have been forcefully collecting vegetables and other edible items from the market without paying.

The source also informed that excess “illegal donation”, read extortion in the market has forced the vegetable vendors to shut down early in the evening and remain closed till 9 in the morning to evade the menace.

“It’s been routine collection. Every evening and morning illegal collectors come and go” rued a shopkeeper. He further complained that no security force was seen at market at the time when the trouble mongers roam.

EKCCI President Raju Gyadi informed this daily here this evening that SP has assured to deploy adequate security forces at market during “peak hour”. He hoped that the outcome of the meeting would be effective and situation would improve after the security forces are deployed at the market.

Chinese troops damaged stone wall in Tawang: Govt

NEW DELHI, Dec 21: Chinese troops damaged a 200 feet stone wall which was built 250 meters inside the Indian territory in Tawang area of Arunachal Pradesh this year in July, government told the Rajya Sabha today.

In reply to a question, the minister said the attempt by the Chinese People's Liberation Army (PLA) to raze the wall was prevented by the Indian army.

"In July, a PLA patrol attempted to cross a 200 feet wall of loose stones constructed 250 metres on our side of the Line of Actual Control (LAC) in Yangtse area of Tawang, which was prevented by our troops," Antony said.

"As per the established mechanism with China, a strong protest was lodged with the Chinese side on the action of the PLA patrol in a flag meeting (between the two sides)," defence minister A K Antony said.

The stone wall was partially damaged by the PLA patrol, but it has been reconstructed, he said.

The 200-metre long wall was constructed by Indian Army for protection against the icy winds during the patrol duties.

"There is no commonly delineated LAC between India and China and there are few areas along the border where both have different perception of the LAC," Antony said, adding that, both sides patrol upto their respective perceptions of LAC due to its perceived differences in alignment.

Replying to a question on infrastructure development along the Chinese border, he said, 10 railway and 73 roads projects have been identified in North and north eastern regions.

"Army has identified 73 roads as critically and strategically important. In addition to this, 10 railway projects have also been identified for development in Jammu & Kashmir, Himachal Pradesh, Uttarakhand and Arunachal Pradesh," Antony said.  PTI

Telecom policy and emission

The parliamentarians have specifically raised the need for substantially reducing the consumption of diesel by the telecom sector, especially in their network tower operations.

Concerned over the increasing exploitation of the diesel subsidy by the profit making telecom sector, representatives from across the political spectrum, have urged the government to take measures to accelerate a shift away from diesel and to renewable sources and technologies. These include members of parliament, cutting across party lines, including members of the standing committees for Energy, communication & Information Technology and Environment & Forest.

They have further stressed on mandating the public disclosure of emissions and the establishment of the progressive emission reductions plans within the ambit of the newly proposed National Telecom Policy.

The demands of the parliamentarians comes after the Greenpeace in a report earlier this year highlighted the aggressive exploitation of diesel by the sector, as the second largest consumer, resulting in a loss of over Rs. 2600 crore to the state exchequer annually.

Greenpeace has been engaging with the telecom sector to publicly disclose the carbon emissions of their entire business operation and establish progressive emission reduction targets and commitment to shift the sourcing of 50% of their energy requirements towards renewable energy sources and phase out diesel use in their business operations by 2015.

It remains to be seen what step government takes to stop the large-scale exploitation of diesel by sectors such as telecom. As of now it is yet to take effective and appropriate mechanisms to address the concerns.

A school with a difference

Dear Editor,

Whole of Arunachal is going through a lean phase in secondary and hr. secondary level education, with less than 50 percent pass percentage. One of the examples is my old school govt hr. secondary Daporijo. It is the lone Higher Secondary school for Daporijo and adjacent places. Over 2000 thousand students and inadequate infrastructure and bad students teachers’ ratio is creating a mess. Last year’s results showed only 27 percent of the students passed.

Then there is the problem of overcrowding. A section which should hold a max of 80 to 100 students is accommodating a crowd of more than 300 each and in one class there are 600!

Normal schools have assignments and projects and if not all this at least have half yearly exams to evaluate the students. The meagre number of teachers is another problem. The professionalism in teachers and discipline in students are long gone. The school doesn't have commerce stream whereas it’s the most sought after at this juncture.

On the other hand, the parking of private vehicles is a severe problem.

In a mixed society like Arunachal, education is the only way to sustain it.

In a place where student leaders who should be working for the welfare of students are busy making money and flexing muscle, indifferent politicians and government servants, the willing students and sincere teachers are at the mercy of god. If this continues, the Dark Age is not far.

Deewan Mara

Please clear the bill

Dear Editor,

How torturous is the government of Arunachal Pradesh? It will award works to contractors but won’t pay the bill for the same for a year.

The part time contractors who have invested money in the contractual works under U.D are still not getting their dues. They have completed their works during this March. Until today, they do not have any idea about the dues. The work orders were issued last month.

Three Chief Ministers have changed since the start of the work under U.D. Not even single could pass the bill. Few contractors have taken money on interest at the rate of ten percent per month. It was hoped that the bill will be cleared after few weeks of completion of work. However, the contractors could not avail the dues until date. The interest is rising month by month. The amount is calculated to be more than the billing amount. Where from the extra money be paid to the private bankers?

If the department was out of fund/money, why the government awarded works to the contractors? Petty contractors have to sell off his/her property just to repay the loan amount. The contractors had undertaken the work hoping that he/she would be benefited by doing so. However, he/she is at loss in the end. If this is, the condition of the contractors then where the money meant for such purpose go? Is money being misused? If so, who is doing it and if not why bills are not paid?

Yours,

Contractor, (on email)

PWD versus BRTF

Dear Editor,

I appreciate the 15 days ultimatum given by a Youth Organization to the public work Department (P.W.D) in particular and state government in general, for the ongoing road maintenance work at capital complex.

The Union demand is genuine because the repairing and maintenance work is not done by P.W.D alone but by various youth organization and sector development committees whose sole motive is to make profit out of the contract they get, further, the construction and repairing work is done by unskilled and inexperienced. Thus, obviously it would not last for long, also instead of putting abstract/bitumen; they are using inferior quality cement and other hardware in order to save the fund they are getting.

Therefore, in my opinion, instead of P.W.D, if BRTF is taking the road construction work, the work quality will be improved and last for long because they have every equipment and skilled and experienced labour forces.

AMDOs in Arunachal

Dear Editor,

Another blunder in recruitment process is witnessed in the Department of Geology and Mining, Govt. of Arunachal Pradesh.

Education qualification required for Assistant Mineral Development Officer (AMDO) is Degree/Diploma in Civil/Geology/ Mining/Chemical Engineering. Mining is a diverse subject that requires laboratory experiment to ascertain deposit of various mineral. The subject is associated with Core drilling beneath the earth, estimation of mineral deposited, Drifting of Quarry site, classification of Rock, Geotechnology protection over excavated site, classification of mineral extracted, its chemical composition, impact value, crushing strength, grading of different size aggregates, fineness modulus, sieve analysis of fine aggregates and many more.

To my utter surprise, till date, almost all of AMDOs serving in different location in Arunachal are of non-technical background. Sometime I wonder how they manage to deliver their duties, without having knowledge of Engineering and Science Subject.

Only collecting royalty by counting the number of trucks passing through check gate has no meaning.

Jobs should be in accordance with appropriate qualification so as to get maximum output, as Geology and Mining is one of the most important departments in terms of revenue generation and environmental concern.

Henceforth, my appeal to the Director, Department of Geology and Mining, Govt. of Arunachal Pradesh is to look into the matter and make necessary rectification while recruiting.

Yours,

Concern Citizen, (on email)

No one is incompetent

Dear Editor,

This is in reference to letter “Electrical Graduates Deserves more” dated 16-Dec. Being a Computer Science graduate, I was elated to see an opening in Power Department, Government of Arunachal Pradesh.

I would like to say that no one is incompetent unless given a chance to prove. I work in IT Company, I have many colleagues from different streams but, I found none of them incompetent as a Software Engineer.

And regarding the recruitment in the Power Department, I doubt that engineers from other streams once recruited, will be working as an electrical engineer.

I have seen B.Sc Graduates working hard and moving up in the ladder in IT Industry. They are not specialized person, but they do become Specialist of the Technology after few time.

13 openings in a government department that too in small state like Arunachal Pradesh is not an injustice. It’s much better than CS/E&T unemployed graduates, who just have a 1 or 2 opening in a whole year. I think, we should be happy for unemployed graduates for other streams too. Regarding reservation, it’s government policy, we never complained against ST quota in colleges or many govt. jobs. Do we?

With all these views, I only want to highlight on one point. No one is incompetent, ineligible or unqualified, unless given a chance to prove themselves. Getting a job in our own state is big deal for every Arunachalee, everyone wants something. If I don’t get it, let it be someone better than me who would serve our state better and make it great place to live.

Yours,

Tashi Nungnu

Who are consuming the salt meant for mithuns?

Dear Editor,

Let people know the facts pertaining to Sagalee Mithun breeding firm and functioning of Animals and husbandry Department. Sagalee mithun breeding farm was established in 1995 to increase the numbers of mithun. At the time of establishment there were 24 mithuns but it is unfortunate to know that instead of increasing the numbers, today there are only 6 mithuns at the breeding farm.

It implies that concern officers are least interested for the improvement of the farm and sustainable management of the mithun. Even the sign board is not visible and there is no maintenance from the concerned department.  Why? Why there are no mithuns? Who are consuming the salt mean for mithuns? What is the problem? Why numbers of mithuns are reducing? If Sagalee climate is not favourable for mithun breeding, it should be shifted to other suitable areas?

Equal opportunities for all

Dear Editor,

In response to 19th Dec advertisement published in your daily, under the title of "Police recruitment for Tirap & Changlang district".

I personally appreciate the work carried out by the home Department for the people of the two most disturbed districts. We know the requirement of police force in these two areas for long time. But on the other hand I am bit disappointed at the treatment meted out to other districts. As per the advertisement, prescribed seat reservation is more than 50 percent for these areas. It could have been increased a bit more for others too. Moreover, I do not understand what made our concern authorities to lower the minimum recruitment age from 18 years to 17 years. If we look into the Indian constitution 17 years olds do not have the right to franchise. On the other hand, what is the logic or idea behind reducing the maximum age (including 5 years age relaxation for STs') from 28 years to 26 years?

Therefore, I would like to appeal the concern authorities to rethink on it & if possible do bring some changes on it for the equal & free fair competition rather than give grand privileges to some sections & deprive others.

Yours,
